The Council's Enforcement Services provide three teams that deal with:

  • refuse and litter offences (like bags of rubbish dumped on the pavement)
  • highway offences such as obstructions and items not permitted on the highway (like builders putting materials in a parking bay without a permit)
  • illegal street trading and various offences that affect the street scene

Cleansing Enforcement Team

The Cleansing Enforcement team identify streets where there is a litter, dog fouling or rubbish dumping problem, investigate litter/dumping/dog fouling complaints and assess what action is needed. Where evidence is found this may involve the issue of Fixed Penalty Notices for a first offence or a prosecution under The Environmental Protection Act for re-offenders.

General Enforcement team

The General Enforcement team deal with all highway obstructions and possible offences committed relating to these obstructions. This includes:

Special Enforcement team

The Special Enforcement team deal predominately with crime and disorder issues and spends much of its time working with officers of the Metropolitan Police. Issues dealt with have included prostitutes cards in phone boxes, illegal street traders and ticket touts.
