Portable advertising boards
I am writing to consult you about whether the Royal Borough of Kensington and Chelsea should prohibit the use of portable advertising boards on certain streets and land in the borough.
The London Local Authorities Act 2007 has recently given the Council the option of prohibiting or regulating the use of mobile advertising boards (for example placards and sandwich boards). In the past the Council could do nothing about these boards unless they were tied to street furniture or railings. The new Act now allows the Council to prohibit or regulate such boards if they affect local amenity or compromise public safety. In considering this question, the Council can take into account matters such as the existence of a Conservation Area, or the historical and architectural features of an area. The Council can also consider the risk to pedestrians caused by these boards and the people holding them, and can consider whether they might obstruct a traffic signal.
The law requires us to consult people by various means and so we are seeking the views as to whether you feel that portable advertising boards should be prohibited. Can I ask you to let me have your views by Friday 15th February 2008 I would be glad to hear your personal views.
The Council is strongly minded to designate all the major streets in the Royal Borough of Kensington and Chelsea, including any land within 7 metres of any designated street or land, and to prohibit mobile advertising boards from all such streets and land. The streets and land we are minded to designate are listed overleaf. Do you think we are justified in doing this?
